Palos Verdes Peninsula

The Palos Verdes Peninsula is one landmass and at least seven jurisdictions: four incorporated cities, three pockets of unincorporated Los Angeles County, and San Pedro, which is the City of Los Angeles, along its eastern flank. Most of it shares one school district and, across a large share of addresses, one postal name, so the address line rarely tells you which of them you are buying into. Two homes a few hundred feet apart can answer to different municipal codes, different architectural review and different permitting departments.

Value here is measured by land, view and jurisdiction before it is measured by address. A Malaga Cove lot under the Art Jury, a Lunada Bay bluff, an acre inside the Rolling Hills gates, a Miraleste canyon parcel and a Peninsula Center view home are five different assets that all read as “Palos Verdes” from the street. Over the twelve months to August 2026, Palos Verdes Estates alone closed at a median of $2,900,000 and $1,031 per square foot, with homes averaging 21 days on market and selling at 96.7 percent of list price (CRMLS data via InfoSparks). Those figures move sharply as you cross a city line, and they move again inside each city.

What “Palos Verdes” means on an address

Less than people assume. “Palos Verdes Peninsula” is the USPS place name for ZIP 90274, and it appears on mail addressed to properties in more than one jurisdiction, including properties in no city at all. “Palos Verdes Estates” and “Rancho Palos Verdes” are city names; “Palos Verdes Peninsula” is a postal designation.

The practical consequence is that two homes with near-identical address lines can sit under different municipal codes, different architectural review, different permitting departments and different tax components. Jurisdiction is a parcel-level fact, and it is worth confirming before an offer rather than after.

The four cities

  • Palos Verdes Estates, incorporated December 20, 1939, effective January 3, 1940. Currently 4.767 square miles. The only Peninsula city with its own municipal police department. Architectural review runs through the Palos Verdes Homes Association and its Art Jury.
  • Rolling Hills, incorporated January 24, 1957. Currently 2.980 square miles. A gated city with its own community association.
  • Rolling Hills Estates, incorporated September 18, 1957 at 1.249 square miles, now 3.453 square miles after 23 recorded boundary changes, most between 1958 and 1985.
  • Rancho Palos Verdes, incorporated September 7, 1973 at 12.310 square miles, now 13.435 square miles. Runs a view preservation and restoration process, and equestrian overlay zoning in four Q districts.

Rancho Palos Verdes, Rolling Hills and Rolling Hills Estates contract with the Los Angeles County Sheriff’s Department for law enforcement. Palos Verdes Estates funds its own department, in part through a voter-approved parcel tax.

The unincorporated pockets

Three areas of the Peninsula are not in any city: Westfield/Academy Hills, adjacent to Rolling Hills Estates; La Rambla, near San Pedro; and a small Open Space pocket the County also labels Palos Verdes Peninsula. There is no city hall, no city council and no city planning department in any of them, land use runs through County Regional Planning and building permits through County Public Works, as two separate intakes.

San Pedro

San Pedro sits on the Peninsula’s eastern flank. Unlike the four cities, it is a neighborhood of the City of Los Angeles rather than its own municipality, so planning and permitting run through Los Angeles City departments, and schools through the Los Angeles Unified School District rather than the Peninsula district. La Rambla, one of the three unincorporated County pockets, sits nearby.

Neighborhoods and sub-areas

Schools

Most of the Peninsula is served by the Palos Verdes Peninsula Unified School District. La Rambla, at the San Pedro edge, is served by the Los Angeles Unified School District.

Worth knowing before you pay a premium for an address: the Palos Verdes district’s two comprehensive high schools are open enrollment. Its enrollment page, updated January 9, 2026, states that “our high schools are open enrollment, and students can elect to attend their comprehensive high school of choice.” A Peninsula address does not assign a student to Palos Verdes High School or Palos Verdes Peninsula High School, families choose between them.

Elementary placement works differently and is confirmed by the district on a published schedule. Attendance areas and enrollment policy are set by the district and change, so confirm current policy for a specific address and grade level with the district office. Verified September 9, 2026.

Fire hazard, insurance and geologic conditions

Two Peninsula conditions have more effect on a transaction than anything in the listing description, and both are parcel-specific rather than area-wide.

Fire hazard severity zone. CAL FIRE’s Office of the State Fire Marshal issued 2025 recommended zone maps for Los Angeles County on March 24, 2025. Classes vary parcel by parcel, and selling a property in a high or very high zone has required documentation of a compliant defensible space inspection since July 1, 2021. Pull the class at the start of escrow, not the end, lead times on the inspection are what threaten closings.

Geologic hazard. Parts of the Peninsula sit in named landslide areas with their own abatement districts, which cascade into disclosure, lender treatment, insurance and special assessments. Boundaries and assessment figures are published by the cities and the districts and should be confirmed against a primary source for any specific address.

Neither is a reason to avoid the Peninsula. Both are reasons to sequence due diligence properly, and both are answerable inside a normal contingency period.

How to verify any of this for a specific address

  1. Jurisdiction and zoning, run the parcel number through the County’s Z-NET lookup, or the Unincorporated Area Service Locator if the address may not be in a city.
  2. Fire hazard class, the County’s published FHSZ layer.
  3. Recorded restrictions, the preliminary title report, Schedule B. CC&Rs appear in no map layer and bind regardless of jurisdiction.
  4. Architectural review, the city, or the Palos Verdes Homes Association where it applies.
  5. Anything a project’s economics depend on, a written zoning verification letter from the governing agency rather than a map.
