Mira Catalina
Mira Catalina is the east-facing hillside of Rancho Palos Verdes above the switchbacks of Palos Verdes Drive East, the neighborhood around the elementary school of the same name. The name is literal: from most of these streets the view is south and east across the Catalina Channel to the island, and on the clear days of winter it feels closer than it is. It is horse country by ordinance as well as by habit, with much of it inside the Palos Verdes Drive East equestrian overlay. It is inside the City of Rancho Palos Verdes, incorporated in 1973.
In CRMLS it is listed as Mira Catalina, one of eleven areas the MLS breaks out within Rancho Palos Verdes. The boundary is commonly described rather than defined by any primary source.
Where exactly is Mira Catalina?
Commonly described, Mira Catalina takes in the streets off the upper stretch of Palos Verdes Drive East, Lucania Drive, Hawksmoor Drive and the Rockinghorse Road side, between Miraleste to the north and the Palos Verdes Drive South corridor to the south. The San Ramon Reserve, a 100-acre parcel surrounding the Palos Verdes Drive East switchbacks with harbor and Catalina views, is the open space at its center, and it has no parking lot, which keeps it a neighborhood trail rather than a regional one.

What does the equestrian overlay mean?
The City maintains four Equestrian Q overlay districts, Palos Verdes Drive East, Portuguese Bend, Ridgecrest and Via Campesina, within which Municipal Code Chapter 17.46 allows horses, goats and sheep. Mira Catalina is the neighborhood most associated with the Palos Verdes Drive East district; which streets the overlay covers is on the City’s district map, which we have not verified parcel by parcel. Martingale Trailhead Park at 22 Martingale Drive is the City’s hiker and equestrian trailhead here, with a three-level fountain for horses, people and dogs and a mounting block.
For a buyer the overlay is a two-sided fact. It permits a use most of Los Angeles County does not, and it means a neighbor may exercise that right. Lot size, setbacks and the horsekeeping rules in Chapter 17.46 decide what a specific property can actually support.
What does the City regulate that matters here?
Views: Rancho Palos Verdes runs a view preservation and restoration process under which a resident may apply for a permit to have foliage trimmed when it exceeds 16 feet or the roofline of the foliage owner’s residence and significantly impairs a view (Municipal Code 17.02.040.A). Short-term rentals are prohibited in the City’s single- and multi-family zones.
Fire hazard zoning: the State Fire Marshal’s 2025 Fire Hazard Severity Zone update took effect in Rancho Palos Verdes on January 1, 2026. The City adopted the recommended zones without changes and notes that the update removes significant portions of the City from the Very High designation that had covered virtually all of Rancho Palos Verdes since 2008. The zone for a specific parcel is a disclosure item and an insurance variable. Check the address on the City’s FHSZ map or the Office of the State Fire Marshal viewer; we have not verified the zone for any individual street here.
Landslide: the City’s landslide area development regulations, including Ordinance 692, effective September 18, 2025, which permanently prohibits new residential construction within the Greater Portuguese Bend Landslide Complex, apply along Palos Verdes Drive South. Mira Catalina is not among the neighborhoods the City names in those regulations. Confirm any specific parcel against the City’s regulation-area map before relying on that.
Which schools serve Mira Catalina?
Mira Catalina is inside the Palos Verdes Peninsula Unified School District, and assignment splits within the neighborhood. Sample lookups in the district’s School Locator on September 16, 2026 returned Mira Catalina Elementary at 30511 Lucania Drive, inside the neighborhood, for addresses on Lucania Drive, Hawksmoor Drive and the upper part of Palos Verdes Drive East, and Dapplegray Elementary at 3011 Palos Verdes Drive North in Rolling Hills Estates for addresses lower on Palos Verdes Drive East and on Rockinghorse Road. All of the sample addresses returned Miraleste Intermediate at 29323 Palos Verdes Drive East. The district’s two comprehensive high schools are Palos Verdes High School at 600 Cloyden Road in Palos Verdes Estates and Palos Verdes Peninsula High School at 27118 Silver Spur Road in Rolling Hills Estates. The district confirms assignment at enrollment and may redirect students when a school is full, so run the address through the PVPUSD School Locator before you rely on any of this. We name schools and do not rank them.
One boundary to check: the district’s Eastview area, where homes are zoned to Los Angeles Unified with an option to attend PVPUSD, runs along Western Avenue rather than up Palos Verdes Drive East on the district’s map, but the map is a drawing rather than a parcel list. The district explains the Eastview rules here; confirm the status of any address on the eastern edge before you count on it.
What should buyers verify here?
Four things, in order. The jurisdiction and zoning of the parcel, through the City’s land use documents and zoning map (adopted by Ordinance 681 on June 18, 2024). The school assignment, through the district locator. The fire hazard severity zone, through the City or State map, since it affects disclosure and insurance. And, for any lot with a view or a slope, the view ordinance and the geologic history of the specific parcel, which is a question for the City and a geotechnical engineer rather than for a listing description. Boundaries of MLS areas like Mira Catalina are commonly described and not defined by any primary source, so treat the area name as a search filter rather than a legal fact.
