Equestrian trails winding through Rolling Hills and Rolling Hills Estates on the Palos Verdes Peninsula

Palos Verdes Drive North is the road that runs along the foot of the Peninsula from Palos Verdes Estates to the harbor side, and the neighborhood the MLS names for it is the Rolling Hills Estates corridor along it: the streets around City Hall, Ernie Howlett Park, the Dapplegray and Rancho Vista schools and the bridle trails that give the City its character. Listings carry Rolling Hills Estates and Palos Verdes Peninsula postal addresses. It is inside the City of Rolling Hills Estates, incorporated in 1957, a city of roughly 8,000 residents that owns its own equestrian center, tennis club and 20 to 25 miles of bridle trails.

In CRMLS it is listed as PV Dr North, the one Rolling Hills Estates area other than Peninsula Center that the MLS breaks out on its own. The boundary is commonly described rather than defined by any primary source.

Where exactly is PV Drive North?

Commonly described, the area follows Palos Verdes Drive North through Rolling Hills Estates from the Rolling Hills Road and Hawthorne Boulevard junction east to Palos Verdes Drive East, taking in the streets north and south of the road, including Silver Saddle Lane and the blocks around Dapplegray Elementary at 3011 and Rancho Vista Elementary at 4323 Palos Verdes Drive North. City Hall is at 4045 Palos Verdes Drive North. Silver Spur and Peninsula Center are uphill to the south; the Country Club area and George F Canyon are at its eastern end.

What is at Ernie Howlett Park?

Ernie Howlett Park at 25851 Hawthorne Boulevard, between Palos Verdes Drive North and Rolling Hills Road, is 35 acres and, in the City’s words, its major recreational facility, with handball, fields, basketball, sand volleyball and a three-quarter-mile track, open from 8 a.m. to dusk. The Ernie Howlett Equestrian Facility has three riding rings, a dressage area and a grandstand, a multi-use trail, and can be rented for horse shows. The Rolling Hills Estates Tennis Club at the same address has eight public courts and is home to the Tracy Austin Doubles tournament. Chandler Park, 3.5 acres beside City Hall, adds two acres of grass and an equestrian ring.

What does the City of Rolling Hills Estates regulate?

The City became Los Angeles County’s 60th municipality on September 18, 1957 with a founding population of 3,500, grew by annexation between 1959 and 1966, and today describes itself as 4.18 square miles with 8,033 residents as of 2023 and 30 neighborhood areas, each with its own homeowners association. Its planning department administers a Horse Overlay zone under which a property inside the zone may keep up to four horses, with 800 square feet of horsekeeping area for the first horse and 300 for each additional, set 35 feet from any dwelling, per the planning FAQ citing Municipal Code 17.36.020. Whether a specific parcel is inside the overlay, and what its association covenants add, are the two questions to settle before writing an offer that depends on horses.

The trail system is real infrastructure here: the City owns and maintains seven parks, what one page calls more than 20 miles and another 25 miles of bridle trails, and 10 miles of bicycle path. The City Celebration, an outdoor festival built around equestrian events, is held at the Empty Saddle Club at 39 Empty Saddle Road and falls on Saturday, September 19 in 2026, marking 69 years since incorporation.

Fire hazard zoning: the City reports Moderate, High and Very High Fire Hazard Severity Zones within its jurisdiction under the State Fire Marshal’s 2025 update; any parcel touching a zone takes that designation, the stricter designation controls, and Los Angeles County Fire brush-clearance inspections begin June 1. The zone for a specific parcel is a disclosure item and an insurance variable; check the address on the Office of the State Fire Marshal viewer. The City does not name this corridor in any landslide regulation; the Rancho Palos Verdes landslide rules apply along Palos Verdes Drive South, on the far side of the hill.

Which schools serve PV Drive North?

Rolling Hills Estates is inside the Palos Verdes Peninsula Unified School District, and assignment changes along this corridor. Sample lookups in the district’s School Locator on September 16, 2026 returned Rancho Vista Elementary at 4323 Palos Verdes Drive North with Palos Verdes Intermediate for an address near Rancho Vista, Dapplegray Elementary at 3011 Palos Verdes Drive North with Miraleste Intermediate for an address near Dapplegray, and Rancho Vista with Miraleste for Silver Saddle Lane. Addresses entered with the Palos Verdes Peninsula postal city returned no result at the numbers we tried. The district’s two comprehensive high schools are Palos Verdes High School at 600 Cloyden Road in Palos Verdes Estates and Palos Verdes Peninsula High School at 27118 Silver Spur Road in Rolling Hills Estates. The district confirms assignment at enrollment and may redirect students when a school is full, so run the address through the PVPUSD School Locator before you rely on any of this. We name schools and do not rank them.

What should buyers verify here?

Four things, in order. The parcel’s zoning and whether it sits inside the Horse Overlay zone, through the City’s planning department. The homeowners association and its covenants, since the City describes itself as 30 neighborhood areas each with one. The school assignment, through the district locator, because it changes within a mile along this road. And the fire hazard severity zone, through the State map, since it affects disclosure and insurance. The MLS area name is commonly described and not defined by any primary source, so treat it as a search filter rather than a legal fact.
