In the Los Angeles County Registrar’s count posted at 4:28 PM Pacific on Wednesday, November 4, 2026, Redondo Beach’s Measure ART, Rancho Palos Verdes’ Measure RS and El Segundo’s Measure CT were each ahead, Hermosa Beach’s Measure HB was behind at 43.48 percent yes, and Palos Verdes Estates’ Measure PVE stood at 67.20 percent yes against the two thirds it needs. These counts are early and unofficial. Ballots still arriving by mail and provisional ballots are counted after election night, and the county is tentatively scheduled to certify the results on Friday, November 27.

Updated November 4, 2026, 8:10 AM Pacific: counts from the Registrar’s 3:11 AM update and the Secretary of State’s 6:27 AM update. Measure PVE went from 66.94 to 67.15 percent yes, 27 votes above two thirds; Measure ART 63.79 percent; Measure HB 43.19 percent; county turnout 36.34 percent.

Updated November 4, 2026, 5:00 PM Pacific: counts from the Registrar’s 4:28 PM update and the Secretary of State’s 8:08 AM update. Measure PVE 67.20 percent yes, 3,855 of 5,737 votes counted, 30 above two thirds; Measure ART 64.11 percent; Measure RS 74.64 percent; Measure CT 82.54 percent; Measure HB 43.48 percent; county turnout 38.58 percent. The statewide propositions did not change.

Measure PVE is the one measure on the South Bay ballot that reaches a property tax bill, so it is the count a Palos Verdes Estates owner or buyer has the most reason to follow through the canvass.

Where do the South Bay measures stand after the first count?

Los Angeles County Registrar-Recorder/County Clerk, results as of 4:28 PM Pacific, November 4, 2026. Unofficial.

How close is Measure PVE to two thirds?

Of the 5,737 votes counted on Measure PVE by 4:28 PM on November 4, two thirds is 3,825. The yes count was 3,855, 30 votes above that line. Each later count can change the result in either direction.

If it holds, the flat part of the city’s parcel tax would rise from $342 to $1,025 a parcel, $683 a year more, from July 1, 2027 to June 30, 2033. The 20 cents per square foot of building does not change. Measure E, the parcel tax that funds most of the Palos Verdes Estates Police Department now, expires June 30, 2027 whether or not Measure PVE passes. The figures and what the city says happens without it are in our ballot measures post.

What would Measure ART change in Redondo Beach if it holds?

At 64.11 percent yes, Measure ART would put into effect General Plan and zoning amendments the Redondo Beach City Council adopted in 2024 and 2026, which Article XXVII of the City Charter requires voters to approve. Along Artesia and Aviation Boulevards, the maximum floor area ratio would rise from 0.6 to 1.5 and the height limit from 30 to 45 feet. On a 10,000 square foot lot, that is 15,000 square feet of building where 6,000 is allowed now.

Some residential density would drop from 35 to 30 dwelling units per acre and some would rise from 28 to 30. Amendments inside the Coastal Zone also need California Coastal Commission approval before they take effect, so a final count is not the last step along the coast.

What do Measures RS, HB and CT mean for an owner?

None of the three reaches a property tax bill.

Measure RS, at 74.64 percent yes, would raise the Rancho Palos Verdes transient occupancy tax, paid by hotel and motel guests on stays of 30 days or less, from 10 percent to 13 percent. The city estimates about $2.2 million a year and names wildfire and disaster response, storm drains, sinkholes and landslides among the uses.

Measure HB, at 43.48 percent yes, would add a half cent sales tax in Hermosa Beach, 50 cents on $100 of taxable purchases, with groceries and prescription medicine exempt. The city estimates about $2 million a year.

Measure CT, at 82.54 percent yes, would restore El Segundo’s business license tax on nonprofits that do not serve a charitable purpose and exempt charitable organizations. The city puts it at about $700,000 a year.
