The Hollywood Riviera is one of the most sought-after pockets in the South Bay: a hillside of ocean-view homes above Torrance Beach, a walkable village of shops and restaurants, and a stretch of coast that people spend decades trying to buy into. It also has the most misleading mailing address in Los Angeles County, and that is not an accident. It was designed that way in 1927.
Where is the Hollywood Riviera?
The Hollywood Riviera sits on the coastal hillside at the southern end of the South Bay, above Torrance Beach and just north of the Palos Verdes Peninsula. In CRMLS it is area 128.
Many of its homes carry a Redondo Beach 90277 mailing address. Others carry Torrance 90505. The land is inside the City of Torrance either way.
Why does a Torrance neighborhood have a Redondo Beach address?
The immediate answer is a postal decision made for the convenience of mail carriers. When the first homes went up in the 1940s on streets like Calle de Arboles and Calle de Madrid, the Torrance post office sat inconveniently far from this corner of the city, so residents asked the nearer Redondo Beach office to handle their mail. That arrangement never went away.
The deeper answer is that the neighborhood was named to avoid the word Torrance in the first place.
Clifford Reid began selling lots in the 604-acre development in 1927, working for the Huntington Land Company, at around $3,500 a lot. He had looked at the hillside and thought of the French Riviera, and he wanted to attract people from the motion picture industry. So he called it the Hollywood Riviera.
And he deliberately left Torrance out of the name. Reid was concerned that buyers would associate Torrance with its industrial side rather than with an upscale stretch of coast, so the marketing simply never mentioned it.
It worked. Nearly a century later, people who live three miles away still are not certain which city the Hollywood Riviera is in. That is a remarkable run for a piece of 1920s positioning.
What does that mean if you are buying here?
Three things follow from the jurisdiction, and all three are easy to handle once you know them.
Schools are Torrance Unified. Not Redondo Beach Unified. Homes here are zoned to Riviera Elementary, Richardson Middle School and South High School. If you are buying partly for schools, this is the detail that matters most, and the mailing address will point you the wrong way.
Planning and permits run through Torrance. If you are remodeling or adding on, your plan check, your permits and your code enforcement all go through the City of Torrance.
City services are Torrance. Police, fire and utilities.
There is an upside that rarely gets said out loud. You get the South Redondo coastal lifestyle, the same beach, the same village, the same walk to dinner, while sitting in Torrance for schools, permits, services and assessment. For a lot of buyers that combination is the whole reason they end up here rather than a few blocks north.
None of this is a drawback. Torrance Unified is a well-regarded district whose boundaries line up exactly with the city limits, which is unusual in this region and makes attendance areas unusually clean to verify. The only real risk is assuming the envelope tells you the jurisdiction. It does not.
What are the Upper and Lower Riviera?
The neighborhood divides into two micro-markets, and they trade differently.
The Upper Riviera sits higher on the hillside, farther from the shops, and buys you the bigger view. It holds the original 1940s streets, including Calle de Arboles and Calle de Madrid.
The Lower Riviera sits closer to the village and the beach. You trade elevation and outlook for being able to walk to dinner.
Both are in Torrance. This is where the most persistent local misconception lives: people assume Palos Verdes Boulevard is the city line, and that whatever sits on one side of it must be Redondo Beach. It is not the boundary. Upper and Lower Riviera are both inside Torrance city limits regardless of which side of Palos Verdes Boulevard a given street falls on.
Because the two zip codes, the two micro-market names and that boulevard all get used loosely, the only reliable answer for any specific home is the parcel record. Check the jurisdiction on the parcel, not on the street, the zip or the listing.
Is Riviera Village part of the Hollywood Riviera?
This is where it gets genuinely funny. Riviera Village is in Redondo Beach. The Hollywood Riviera is in Torrance. They sit directly against one another, and the neighborhood’s own walkable shopping and dining district is in a different city than the neighborhood.
Riviera Village runs along South Catalina Avenue in South Redondo Beach, about three miles south of King Harbor, and it is where most of the restaurants, boutiques and galleries are. People who live in the Hollywood Riviera walk to it constantly. They are crossing a city line each time and almost none of them think about it.
What about RAT Beach?
The sand below the Hollywood Riviera, where Torrance Beach meets Redondo, is known locally as RAT Beach. The usual explanation is that it stands for Right After Torrance, and some tell it as Redondo And Torrance.
There are other stories. One version from local surfers in the early 1960s is considerably less polite and involves a seasonal creek. Another, from members of the Haggertys Surfing Club, holds that it was named for a professional surfer’s pet rat. Nobody has settled it, and the competing versions are part of the appeal.
It is also the southern end of the beach path that runs all the way up the coast through Hermosa and Manhattan. The Strand ends here.
What should you actually check before writing an offer?
Confirm the jurisdiction and the school assignment for the specific parcel, not for the neighborhood and definitely not from the mailing address. Both are quick to verify and both are the kind of thing that is uncomfortable to discover after you are in contract.
Beyond that, the Hollywood Riviera behaves like the coastal hillside it is. Elevation and outlook drive value, lot by lot. The older stock dates to Reid’s original tract and has been remodeled in every decade since, so permit history is worth pulling.
